Ukraine Enforces Special Border Regulations Along Russian and Belarusian Frontiers

Implementation of Enhanced Border Controls in Ukraine

According to Рубрика — Суспільство: Ukraine has introduced a special border regime extending one kilometer along its borders with Russia and Belarus. Established by the Cabinet of Ministers’ Resolution No. 1049, this measure is already in effect and managed by the State Border Guard Service. While access to this zone is not entirely prohibited, individuals must obtain official permits to live or work within this area.

State Border Guard spokesperson Andriy Demchenko explained that stricter rules govern presence within this one-kilometer border zone.

“This does not represent a total ban on being in this zone, but it does require greater oversight of who is located so close to the border,”

he said. Demchenko noted that certain groups, such as military personnel, law enforcement representatives, and civilians conducting authorized activities near the border, are permitted to be in the area. In all cases, coordination with the relevant border units responsible for those sections is mandatory.

Border Units Responsible for Security

The border units overseeing this regime include:

• Volyn
• Zhytomyr (covering Zhytomyr and Rivne regions)
• Chernihiv
• Sumy
• Kharkiv

This special border control is in place for the duration of martial law in Ukraine.

Demchenko also highlighted the presence of engineering structures and mine-explosive barriers along the Belarus border, which pose significant risks to anyone near the frontier.

“The danger in these areas stems from engineering defenses and minefields. Anyone considering staying near the border should be aware that it can be hazardous,”

he warned. These precautions aim to protect both the border’s security and the safety of individuals in the vicinity.

The establishment of this special border regime is part of Ukraine’s broader security strategy amid martial law, reflecting the need to closely monitor movement in sensitive border zones given threats from neighboring countries. Considering the ongoing military tensions in the region, these measures contribute to strengthening Ukraine’s defense capabilities and safeguarding its territorial integrity.
