Taxi Fare Caps Introduced in Kyiv

According to Кабмін: During transport interruptions in Kyiv, taxi fare surges will be capped at a maximum increase of 75% above the standard rates. This measure comes after the Ministry for Restoration, Infrastructure, and Transport of Ukraine, together with the Ministries of Economy and Environment, signed a memorandum with taxi providers Bolt, Uklon, Uber, and OPTI. The goal is to prevent excessive price hikes amid air raid warnings and public transport shutdowns.

Details on the Fare Increase Limit

The maximum allowable taxi fare increase will not exceed 75% of the base fare. This restriction will remain in effect for at least two hours following the all-clear for a red-level air raid alert or until public transport and bridge traffic return to normal. For example, a trip normally costing 200 UAH will be limited to 350 UAH during these periods, while a 300 UAH fare will not go beyond 525 UAH. Passengers will still have the option to adjust fares, but only within the established ceiling.

Ukrainian Prime Minister Serhiy Koretsky stated: 'We expect responsible behavior from operators and hope other market participants will join these efforts.'

He also emphasized that the government will closely monitor compliance with these rules. These measures aim to keep taxi services affordable for Kyiv residents during emergencies.

Implementing this fare cap marks a significant step toward safeguarding consumer rights in crisis situations. It reflects the government’s commitment to maintaining price stability when taxi services become crucial. The memorandum’s enforcement with taxi platforms is designed not only to control fares but also to ensure transport remains accessible to all Kyiv residents, positively impacting the city’s overall safety and mobility during challenging times.
