These measures were introduced following the disputed 'elections' held in early October 2026 on temporarily occupied Ukrainian territories.
Details of the Sanctions Package
Among the sanctions, eight individuals have been blacklisted for involvement in unlawful detentions, torture, and cruel treatment of Ukrainian civilians. Additionally, seven others face sanctions for their roles in indoctrinating and militarizing Ukrainian children. The package also targets persons and organizations that have undermined Ukraine’s territorial integrity and committed human rights violations.
A key element of the sanctions targets Russia’s 'shadow fleet'-a network of vessels commissioned in July 2026 designed to evade sanctions and maintain revenue from gas exports. Sanctions also hit Kremlin-backed disinformation operations that employ anonymous bot farms and troll armies to disrupt democratic processes and spread false narratives. This package specifically names seven individuals, including four Georgian nationals, linked to pro-Kremlin propaganda efforts.
On June 15, 2026, the Council of the European Union extended sanctions on Russia until June 23, 2027, responding to Russia’s illegal annexation of Crimea. Prior to this, on June 16, 2026, the UK imposed a significant sanctions package targeting Russia’s shadow fleet, LNG tankers, and financial networks. In May 2026, the UK government also introduced sanctions against cryptocurrency and illicit financial networks Russia uses to bypass restrictions. It is worth noting that in June 2025, the UK announced sanctions aimed at Russia’s military-industrial complex.
