According to Главком: Ukraine's parliament, the Verkhovna Rada, has passed Law No. 13418, which introduces European civil protection standards and strengthens social guarantees for emergency service personnel. This legislation marks a shift in the nation's approach to managing natural disasters, specifically by implementing the principles of the EU Floods Directive on risk assessment and management. A key provision is a one-time payment of up to 15 million hryvnias to the families of State Emergency Service (SES) workers who are killed in the line of duty during the period of martial law. This move aligns Ukraine's disaster response framework more closely with that of the European Union, which it seeks to join.

Appeals to the International Community

Separately, the Verkhovna Rada adopted Resolution No. 15041, timed to coincide with the fourth anniversary of Russia's full-scale invasion. This resolution contains an appeal to the international community for the provision of modern air defense systems, long-range artillery, and aircraft. It also calls for the acceleration of efforts to establish a Special International Tribunal. These legislative actions come as Ukraine continues to defend itself against ongoing military aggression while simultaneously working to improve its domestic resilience.
