Legislative Updates on Taxation of Imported Packages

According to Мінфін: The Verkhovna Rada’s specialist committee has put forward a recommendation to approve draft laws №16051-1 and №15460, addressing the taxation of postal shipments valued up to €150 from foreign online marketplaces. These bills aim to align Ukraine’s e-commerce tax regulations with European Union standards by introducing VAT on imported parcels, replacing the current zero-rate threshold.

Key Reforms and Projected Impact

The proposed legislation introduces simplified VAT payment procedures for purchases made on international websites up to €150, while preserving a tax exemption for non-commercial parcels valued up to €45. Eliminating the import tax exemption is designed to bolster domestic manufacturers. The reforms are expected to generate approximately UAH 10 billion in additional revenue for the state budget’s special fund, earmarked for defense needs. Furthermore, this move paves the way for Ukraine to attract around €4 billion in financial support from the EU and IMF. These new rules are planned to take effect no earlier than July 2027.

These draft laws form part of Ukraine’s broader strategy to deepen economic integration with Europe and comply with EU regulatory frameworks. Introducing VAT on imported parcels is poised to reshape the e-commerce sector, potentially affecting product pricing and consumer access. The anticipated influx of funds from international partners underscores the significance of these reforms in reinforcing economic stability and supporting Ukrainian producers amid ongoing challenges.
