Ukraine's Parliament Approves Sweeping Housing Reform: Key Changes for Millions

Bill on the Fundamental Principles of Housing Policy

According to Міністерство інфраструктури: Ukraine's parliament, the Verkhovna Rada, has passed the 'Fundamental Principles of Housing Policy' bill, paving the way for a comprehensive overhaul of the nation's housing sector. This landmark legislation, approved on January 13, aims to make housing more affordable, modernize the housing stock, attract investment, and align with European standards. This reform represents the first major legislative framework for housing since the Soviet-era code was established.

The housing landscape in Ukraine has changed dramatically since the Housing Code was adopted in 1983. Russian aggression has destroyed or damaged approximately 13% of the national housing stock, creating a severe humanitarian crisis. Over 2.5 million households have been affected, and 4.6 million internally displaced persons have been forced to flee their homes. The estimated cost for rebuilding and restoring the housing stock is around $84 billion USD.

Key Provisions of the New Law

The new law will serve as the foundation for developing a National Housing Strategy, implementing new financing and management mechanisms, and attracting investment for construction and modernization. It also plans to abolish outdated norms and transition to European standards. Upon enactment, significant changes are anticipated:

• Improved living conditions for millions of citizens, including internally displaced persons;
• The launch of various support mechanisms-from social housing to affordable rentals and mortgage programs;
• Effective housing policy management through the implementation of digital technologies;
• Attracting private capital to housing projects;
• Creating a legal basis for introducing municipal rental housing and rent-to-own schemes.

Ukraine's housing policy will now align with the best practices of the European Union.

The passage of this bill is a crucial step for the recovery and modernization of Ukraine's housing infrastructure, especially following wartime destruction. The reform not only aims to improve housing accessibility but could also act as a catalyst for attracting the investment necessary for national reconstruction.
