Decision-Making by the Verkhovna Rada in 2025

According to Главком: In 2025, the Verkhovna Rada adopted 48 decisions by constitutional majority. To adopt such decisions, it was necessary to obtain more than 300 votes from the members of parliament. Among the decisions made were:

  • extension of martial law;
  • ratification of the agreement with the USA;
  • changes to the defense budget.

The extension of martial law was adopted four times a year, each time for 90 days. In April 2025, the decision to extend martial law received 357 votes 'in favor'. Regarding international agreements, the ratification of the Agreement between the USA and Ukraine on minerals was supported by 338 votes. Additionally, in July 2025, the Verkhovna Rada adopted changes to the budget regarding defense expenditures, receiving 332 votes out of 344 possible.

Dismissal of Ministers and Activity of the Verkhovna Rada

It is also worth noting that at the end of autumn 2025, a decision was made to dismiss Herman Halushchenko from the position of Minister of Justice, which was supported by 323 deputies. Svitlana Hrynchuk, the former Minister of Energy of Ukraine, was dismissed, with 315 deputies voting for this decision. Throughout the year, the Verkhovna Rada held 85 sessions and 1800 votes. Half of the sessions concluded successfully, gathering more than 226 votes. At the same time, 13 members of parliament did not appear at their workplace even once during the year.

Thus, 2025 was significant in the activities of the Verkhovna Rada, particularly due to the adoption of important decisions related to the security and international relations of Ukraine.

The importance of the decisions made by the Verkhovna Rada in 2025 underscores the state’s priorities amid military aggression and the necessity of maintaining international ties.

The extension of martial law, which indicates the duration of the conflict, as well as changes in the defense budget, point to a focus on ensuring the country's security. The ratification of agreements with the USA reflects the strategic partnership, which is crucial for Ukraine under current conditions.
