According to ХВИЛЯ: During martial law in Ukraine, refusing to comply with a military summons or to undergo a military medical commission (VLC) can lead to severe legal consequences, including substantial fines and forcible detainment at a territorial recruitment center (TCC). Lawyer Marina Bekalo notes that even individuals with a deferment or exemption are not relieved of their obligation to report to the military enlistment office when summoned.

Fines for Violating Military Registration Rules

In 2026, fines for men aged 25 to 60 who violate military registration rules range from 17,000 to 25,500 hryvnias. If the individual admits guilt and pays the fine voluntarily before the case is handed over to enforcement officers, the amount is halved to 8,500 hryvnias. Failure to pay or refusal results in the fine being doubled, with the case then handled by the enforcement service.

A citizen has the right to refuse to accept a summons in person; however, the notification group will then draw up a formal refusal report. Following this, police become involved and are authorized to forcibly deliver the individual to the nearest TCC for document processing and formal service of the summons. Refusing to undergo the medical commission is also classified as a violation of military registration rules under Article 210-1 of Ukraine's Code of Administrative Offenses (CUAO).

Marina Bekalo emphasizes that having a deferment or an exemption does not release individuals liable for military service from the duty to report to the TCC when summoned. The center may call them for various reasons, such as updating personal data or undergoing a VLC.
