Deferrals in Reserve+, fines for individual entrepreneurs, open banking: what will change for Ukrainians from August 1

Sanctions for business
Entrepreneurs face sanctions for violating cash register requirements when receiving payments from clients. Non-compliance with these rules can lead to administrative responsibility: from the absence of cash register registration to incorrect issuance of fiscal receipts.
A transitional period with softened fines for businesses is provided until August 1, 2025. However, starting from the third month of summer, these mitigations will lose their power.
'In a dreary year, after restoring the right of control authorities to impose full fines, the state temporarily reduced their size to 25% and 50% to help businesses adapt to new conditions,' - it was reported by the State Tax Service.
Open Banking System
As of August 1, 2025, the open banking system will be implemented in Ukraine, allowing cardholders to make purchases from any account. This will simplify financial management and eliminate the need to transfer money between accounts or borrow funds, thanks to a unified platform for working with multiple cards simultaneously.
