To proceed, they must visit a Territorial Recruitment and Social Support Center (TCC) in person to complete their registration. The inability to process military registration documents remotely for certain groups of citizens complicates the deferral application process.
A deferral is only possible if an individual is already registered for military service. If automatic registration did not occur, a person lacks the status of a conscript in the system, which prevents them from using online services to apply. Specifically, the TsNAP service and the Reserve+ mobile app can only display or update data already present in the Oberih system.
