2025 Asset Declarations: Which Ukrainian Military Personnel Must File and the Deadline
Declaration Filing Period for Military Personnel
According to Мін. Оборони: A new filing period for 2025 asset declarations has commenced for specific categories of military personnel, effective January 1, 2026, despite a general deferral remaining in place. The deadline for submission is set for April 1, 2026. This process is a key component of Ukraine's ongoing anti-corruption reforms, even amidst the challenges of war.
Under current legislation, certain military service members are required to submit declarations despite the ongoing martial law. The obligated categories include:
- Ministers and their deputies,
- Military personnel of the Ministry of Defense of Ukraine (including those on official trips),
- Members of military-medical and medical-flight commissions (including those on official trips),
- Personnel of Territorial Recruitment Centers and Social Support Centers (except for rank-and-file members of security units),
- Individuals involved in or overseeing the quality of procurement for defense-related goods, works, and services.
The Importance of the Declaration Process
This declaration cycle is crucial for ensuring transparency and accountability within the military leadership and other state officials handling defense matters. In the context of the prolonged martial law, the submission of declarations also serves as a vital tool for monitoring and mitigating corruption risks in the defense sector, which is under intense international scrutiny.
