Independence Day Payment Excluded from Income Calculation for Social Assistance Eligibility

According to Пенсії (RSS): The Population Social Protection Fund has confirmed that the special payment issued for Ukraine's Independence Day will not be counted when calculating a family's average monthly total income for determining basic social assistance benefits. According to a resolution by the Cabinet of Ministers of Ukraine, any one-time payments received within a single calendar year are excluded from this income calculation.

Basic social assistance is calculated as the difference between the total base amount per family member and the family’s average monthly combined income. The rules for this calculation are established in paragraph 21 of Cabinet of Ministers Resolution No. 371, dated March 25, 2025. The average monthly total income is determined based on the three months immediately preceding the month before the application is submitted.
