According to ХВИЛЯ: Ahead of the 2026 Forum of Frontline Cities and Communities, Mykolaiv Oblast Governor Vitaliy Kim outlined his perspective on achieving a peaceful settlement. He stressed that the safety of the population must be a higher priority than territorial claims. Kim warned that current allies must avoid repeating the appeasement policy mistakes made in the 1930s, which ultimately failed to prevent wider conflict.

Vitaliy Kim, a native of Mykolaiv, was appointed governor in November 2020. The 44-year-old previously headed the local branch of the 'Servant of the People' party during the 2019 elections. He is now a prominent voice on security and stability in Ukraine, a nation of 40 million people facing a brutal invasion.

Speaking at the Forum, Kim argued that victory for the Ukrainian people encompasses more than just restoring the 1991 borders; it must also guarantee security and peace for future generations.

“Land is important, but still, people are more important, and the situation is such that we do not know what tomorrow will bring,” he said.

He noted that Ukrainians are exhausted by the war, and that stability depends not only on weaponry but also on the well-being of the population.

Kim drew historical parallels, suggesting lessons must be learned from episodes like Chamberlain's agreement, which highlight the necessity of resolve when confronting aggressors. He views the war in Ukraine as part of a global struggle between autocratic and democratic states, where true victory means establishing the rule of law over the rule of force. While acknowledging Russia's own economic difficulties, the governor emphasized that Ukraine must find ways to resolve the conflict, as time is not on its side.
