Government and Business Reach Consensus on Taxation of International Parcels
Roundtable on Taxing International Shipments and Digital Platforms
According to Мінфін: A roundtable discussion titled “Aligning Approaches to Taxation of International Parcels and Digital Platforms: Joint Review of Draft Laws by Authorities and Business Representatives” was held in Ukraine. The event was organized by the Ukrainian Business Council (UBC), the European Business Association (EBA), the American Chamber of Commerce (ACC), and the Center for International Private Enterprise (CIPE). Participants examined legislative proposals related to taxing cross-border parcels and digital platforms.
The initiatives presented during the roundtable aim to establish fair and equal rules for all market players, reduce the shadow economy, and align Ukrainian legislation with European Union standards. This is crucial for strengthening the country’s fiscal resilience, supporting legitimate businesses, and advancing Ukraine’s integration into the European economic space.

The final versions of the draft laws were refined based on input from the legal market, as our goal is to create fair and equal playing conditions for all participants. Moreover, this sends a strong signal to international partners that Ukraine can mobilize its own internal resources for financial stability. Next week is a session week in the Verkhovna Rada, and it is now critically important to pass these decisions in the parliament chamber.”
