Age-Based Driving Restrictions Under Consideration in Ukraine

According to ХВИЛЯ: Ukraine's parliament is reviewing a legislative proposal (Bill No. 8082) that would require drivers aged 65 and older to undergo additional medical and psychological evaluations. The initiative responds to growing road safety concerns, as aging can lead to slower reflexes, diminished vision, and reduced cognitive function. This proposal mirrors similar efforts abroad to balance road safety with the mobility needs of senior citizens.

More Frequent Assessments for Older Motorists

The proposed bill mandates more regular check-ups for drivers when they reach 70 and 75 years old. Currently, Ukraine only sets minimum age requirements for obtaining a license:

• 16 for categories A and A1,
• 18 for categories B and C,
• 19 for vehicles with heavy trailers,
• 21 for buses and minibuses.

Notably, there is no maximum age limit for driving in the country.

Similar discussions are underway in the European Union, where a system of tests for drivers over 65 is being developed, including cognitive ability assessments. Medical professional Ingrid Denschl advocates for case-by-case evaluations, while expert Sigfried Brockmann insists on mandatory checks after age 75. Psychologist Katja Schleinitz emphasizes that driving experience should be considered alongside health monitoring. Some nations are even debating annual examinations for senior motorists.

This legislative proposal could become a key step toward improving road safety in Ukraine, especially given the rising accident rate involving elderly drivers. Implementing additional medical and psychological screenings may help identify potentially hazardous drivers and thus reduce risks on the roads. The experience of other countries that have already adopted similar systems could provide a valuable model for Ukraine as it formulates new traffic regulations.
