Ukraine Overhauls Driver’s License Regulations

According to Главком: Ukraine’s Cabinet of Ministers has approved amendments to the rules governing driver’s license issuance and vehicle operation permits. Under these changes, the validity period of a license will now depend on the vehicle category. For motorcycle and passenger car drivers (categories A1, A, B, B1, BE), licenses will be valid for 15 years. In contrast, those operating trucks and passenger transport (categories C, CE, C1, C1E, D, DE, D1, D1E, T) will have a five-year validity period.

Additionally, the new rules reintroduce mandatory medical examinations when renewing a license. Passenger car drivers must undergo a medical check every 15 years, while drivers engaged in passenger or freight transport are required to do so every five years. It is important to note that previously issued licenses remain valid until their stated expiration date. When renewing a license after five or 15 years, drivers do not need to retake the theoretical or practical driving test, unless otherwise stipulated by law.

Draft Order from the Ministry of Internal Affairs

Ukraine’s Ministry of Internal Affairs has also drafted an order to revise the license acquisition process. This initiative focuses on easing exam requirements for foreigners and improving candidate identification systems.

“The primary goal of these changes is to gradually align Ukrainian regulations with European standards and enhance road safety,” said Interior Minister Ihor Klymenko.

He also emphasized that “special attention is given to drivers of passenger and freight transport, given their heightened responsibility on the roads.”

The resolution will take effect on the day of its official publication. In 2026, Ukraine’s traffic control system became fully digital, which will further impact processes related to driver’s license issuance. These innovations could significantly reshape approaches to road safety and vehicle management in the country.
