According to ХВИЛЯ: In Ukraine, there is no upper age limit for obtaining or renewing a driving license; the main criterion is health status. According to Ukrainian legislation, there are no provisions prohibiting the issuance of a driver's license based on age. This means that people of different ages can obtain driving licenses without obstacles, provided they meet the requirements.

The minimum age for obtaining a license for passenger cars is 18 years. However, being 60, 70, or even 90 years old is not a reason to deny the issuance or replacement of licenses. This indicates that Ukrainian legislation emphasizes medical indicators rather than age restrictions.

Necessary Requirements for Obtaining a License

To obtain a license, it is necessary to provide a valid medical certificate regarding fitness to drive a vehicle. Experts state:

“Age is just a number. There are no legislative prohibitions preventing a license from being obtained after reaching a certain age in Ukraine.”

Thus, every citizen can exercise their right to drive if their health permits.

In Ukraine, legislation on obtaining driver’s licenses focuses on medical indicators, allowing elderly people in good health to also be able to drive. This can contribute to greater mobility and independence for older citizens, as well as reduce social isolation. In the context of an aging population, it is important to adhere to the principles of inclusion and to ensure equal opportunities for all, regardless of age.
