Economic Resilience Program for Displaced Individuals

According to Главком: A new initiative, the Economic Resilience Program (ERP), offers internally displaced persons (IDPs) up to $2,600 to launch or expand their own businesses. This support is available to IDPs residing in Kyiv, as well as the Dnipropetrovsk, Kyiv, Odesa, and Chernihiv regions. Participants receive both financial grants and ongoing advisory services. Applications are currently being accepted.

Program Eligibility and Selection Criteria

Eligibility is limited to areas under Ukrainian government control. Residents of active combat zones or communities facing high security risks are not included. Selection is competitive, with preference given to applicants who present realistic business ideas, demonstrate growth potential, and show a clear need for financial assistance to start or grow their venture.

Grant funds can be used for:

  • purchasing equipment
  • renting or renovating a workspace
  • digital transformation
  • marketing activities
“Participants will be selected through a competitive process. Preference will go to applicants with realistic business plans, growth potential, and a genuine need for financial support to launch or expand their enterprise.” - Kyiv City State Administration

Starting September 1, 2026, the 'Own Business' grant program will introduce updated rules, featuring higher support amounts.

This program represents a significant step in boosting economic activity among internally displaced persons, who often face barriers to employment and entrepreneurship due to the country's instability. By providing financial resources and expert guidance, it aims to improve their living conditions and aid economic recovery in conflict-affected regions. With planned enhancements in 2026, the initiative is expected to expand its reach and offer even better business support.

As the Economic Resilience Program aims to support internally displaced persons in launching their businesses, it's important to note that the government is also enhancing the business landscape through initiatives like improved access to war risk insurance. This development can provide additional security for entrepreneurs operating in challenging conditions.
