Testing of e-TTN has started in Ukraine: when will paper waybills disappear

According to Міністерство інфраструктури: Testing of electronic document circulation (EDO) operators has started as part of the implementation of the electronic waybill system (e-TTN). Applications have been submitted by 10 operating companies, and their technical compatibility with the state system is being verified during the testing. If this stage is successfully completed, operators will be authorized in the system.

It is planned that the first electronic waybills will be registered in December 2025, which will have the same legal force as paper documents. This will allow carriers to completely abandon paper waybills. The implementation of waybill adjustment acts is planned by May 2026, and by the end of 2026, the implementation of special forms of e-TTN and a complete modernization of the system.

Functions of the e-TTN System:

• ensuring transparent accounting of freight transportation;
• reducing business costs for document flow;
• preventing illegal transportation and road overloading.

Therefore, the implementation of e-TTN in the field of waybills promises to simplify business processes, reduce costs, and promote transparency and efficiency in freight transportation.
