Restored Insurance Record: How Ukrainians Can Restore It for Pension
Restoration of Insurance Record in Ukraine
According to ХВИЛЯ: In Ukraine, Ukrainians can restore their lost insurance record to receive a pension, notably through requests to the Pension Fund, archives, or witnesses if documents have been lost. This issue has become particularly relevant for many citizens, as restoring the record is an important step for receiving pension payments. Pension expert, lawyer Kateryna Sagaydak, notes that since September 2022, it is possible to confirm the record through witnesses, simplifying the process for those without documents.
It is important to restore the record accumulated before 2000, as this may affect the pension amount. The program to digitize work books, which has been in effect since 2021, also helps to restore information about employment. Changes in legislation in 2015 raised the retirement age for 'listed workers' by 5 years, presenting another obstacle for some citizens. However, according to a ruling by the Constitutional Court, if a person worked in relevant positions before April 1, 2015, they can retire under the old rules.
Confirmation of Record and Citizen Support
Kateryna Sagaydak points out that in cases where people contact the Pension Fund to restore their records,
'there's about a 90 percent chance that the Pension Fund finds something related to these cases'
This indicates that citizens can expect a positive outcome from their requests. It is also crucial in cases where documents remained in occupation, for example, for internally displaced persons who face difficulties in confirming their records.
For those who worked in harmful conditions, there are special programs that allow them to prove their right to a preferential pension. According to Kateryna Sagaydak,
'courts definitely side with retirees'
She emphasizes that she does not know of a single case where a court refused if the only issue was age-related censorship. This indicates that Ukrainians can protect their rights even under challenging circumstances.
Thus, restoring a lost insurance record in Ukraine is a real process that depends on proper documentation and the ability to appeal to relevant authorities. Citizens can take advantage of new opportunities offered by legislation to secure their pension rights.
Restoring insurance records in Ukraine is an important step toward ensuring the social security of citizens, especially amid the war and socio-economic challenges. As many people have lost documents due to the conflict or other circumstances, new legislative initiatives simplify the process of obtaining a pension, which is vital for ensuring stability in citizens' lives. This issue remains relevant for many, as it concerns not only pension payments but also the overall well-being of the population.
