Lobbying activity reporting campaign in Ukraine
According to Главком: From January 1, 2026, a lobbying activity reporting campaign will begin in Ukraine, which is part of the implementation of the Law of Ukraine 'On Lobbying.' According to the new legislation, lobbyists are required to submit reports twice a year, aimed at increasing transparency in the lobbying sphere.
Lobbyists registered from September 1, 2025, will be required to submit reports for the period from their registration until December 31, 2025. The deadline for report submission is set from 00:00 on January 1 to 23:59 on January 31, 2026. This means that all lobbying entities must timely report on their activities to comply with the legislative requirements.
Spheres of lobbying and their impact
As of October 9, 84 lobbying entities have already been registered in the Transparency Register, indicating the market participants' activity in preparing for the new requirements. The spheres of lobbying are:
- economic development
- regulatory policy
- legal policy
- financial, banking, tax, and customs policy
These changes will undoubtedly affect the practice of lobbying in Ukraine and contribute to greater transparency in the interaction between businesses and state institutions.
The introduction of mandatory reporting for lobbyists in Ukraine is an important step towards increasing transparency in political and economic processes.
