Starting in 2026, All Ukrainian Preschoolers Will Learn English Under New Legislation

English Language Education in Kyiv's Preschools

According to Рубрика — Суспільство: Currently, 17,700 children aged 5 to 6 in Kyiv’s preschool institutions are learning English. To support this initiative, the city has created 236 full-time English teaching positions and equipped 259 classrooms, enhancing the quality and effectiveness of language instruction. Valentin Mondriivskyi, Deputy Head of the Kyiv City State Administration, emphasized the significance of introducing foreign language education at an early age for young learners.

Legislative Updates and Educator Training

Beginning September 2026, all Ukrainian preschools will include English language instruction for children aged five and six, as mandated by the recently passed Law on the Use of English in Ukraine, signed by the President on June 4, 2024. The Ministry of Education and Science has already developed a comprehensive training program for preschool educators, offering free courses to those with little or no English proficiency to prepare them for teaching the language.

Additionally, specialized training on methods for teaching English to young children has been organized for educators. A repository of teaching materials and a detailed methodological guide have also been created to assist teachers in delivering effective lessons to preschoolers.
