Over Four Years, the e-Oselya Program Enabled Nearly 29,000 Ukrainian Families to Secure Housing with 51.6 Billion UAH in Loans
The Affordable Mortgage Initiative: e-Oselya
According to Мін. Економіки: Running for four years, the e-Oselya affordable mortgage program has empowered 28,984 Ukrainian families to purchase homes. Throughout this period, loans totaling 51.6 billion UAH have been granted. Nearly half of the borrowers are military personnel, members of security forces, and veterans.
Additionally, the program has supported various vulnerable groups, including:
- internally displaced persons
- healthcare workers
- educators
- scientists
- Ukrainians without home ownership
Loans are offered at interest rates of 3% and 7%. e-Oselya is a key component of the Made in Ukraine policy and is implemented by the Ministry of Economy, the Ministry of Digital Transformation of Ukraine, and PrJSC Ukrfinzhytlo, with the cooperation of 10 partner banks. Families benefiting from this program include 19,102 children.

Beyond improving housing access, the e-Oselya program plays a vital role in supporting socially vulnerable populations, a critical factor amid ongoing national challenges. By prioritizing military members and internally displaced individuals, the initiative reflects the government's commitment to addressing the needs of these groups, fostering social stability and aiding the country's recovery.
