What transport pensioners will have to pay for in Ukraine in 2026

In Ukraine, pensioners have the right to free travel on public transport, however, this benefit does not apply to all types of transportation. Some trips will have to be paid for under general conditions. This is reported by TSN.

Free travel for pensioners: where the benefit applies

Benefits for citizens of retirement age are established by a resolution of the Cabinet of Ministers and apply to public transport.

Currently, free travel is available on:

• trams;
• buses;
• trolleybuses;
• suburban trains.

At the same time, the place of registration does not affect the right to use the benefit. The main condition is the presence of a pension certificate.

The document can be issued through the Pension Fund, and you can also use its electronic version in the “Dія” app, which has the same legal force.

Transport benefits 2026: what you will have to pay for

At the same time, some transportation services are not included in the list of benefits. In these cases, pensioners pay for travel under general terms.

This includes:

• intercity buses;
• long-distance trains;
• taxis.

The situation is different for route taxis. The rules for transportation in them are determined by local self-government bodies, so conditions may vary depending on the city or community.

For this reason, pensioners are advised to check in advance whether the benefit applies in a specific settlement.
