The bill on checks for elderly drivers has been removed from consideration

According to hvylya.net: On July 17, 2025, the Verkhovna Rada canceled the consideration of bill No. 8082, which proposed changing the rules for obtaining a driver's license for Ukrainians over 65 years old. This decision sparked extensive discussions in society.

Why did such a bill arise

The document envisaged the introduction of strict restrictions for elderly drivers:

  • Conducting medical examinations for the extension of driver's licenses
  • Psychological tests on cognitive abilities
  • Increased frequency of checks at 70 and 75 years

Global practice

Similar measures are actively discussed in Europe, where the number of elderly drivers is increasing:

In the EU, a system of regular checks of driving skills for individuals over 65 is being developed, including testing cognitive abilities.

European experts propose various approaches - from individual assessments of each driver's condition to mandatory annual checks after 75 years.

Currently, there is no upper age limit for drivers in Ukraine. Only minimum requirements apply:

  • 16 years - motorcycles
  • 18 years - passenger cars
  • 21 years - buses

What’s next

The cancellation of the bill does not mean the end of the idea of improving road safety. This issue remains relevant, especially considering the aging population.

It is possible that the initiative will return for consideration in a modified form after studying international experience and public discussions.

For Ukrainian drivers of any age, the same rules currently apply without any additional age restrictions.
