Violations can lead to fines and the confiscation of the clothing items. Who Is Legally Allowed to Wear Military Uniforms?

The right to wear a military uniform is granted to active-duty members of the Armed Forces and other military formations, as well as conscripts during training exercises. Reservists participating in readiness activities, cadets of military academies, and students of specialized lyceums are also authorized. Veterans and discharged servicemembers may wear uniforms if they possess the proper documentation.

The definition of a military uniform encompasses parade, everyday, and field dress, along with gear and specialized attire. Distinctive insignia such as patches, shoulder marks, and badges indicating Armed Forces affiliation, blood type, or veteran status are also regulated components. A first-time offense for illegal wear carries a fine ranging from 2,550 to 3,400 hryvnias, plus confiscation of the uniform. A repeat violation within a year can result in a fine of up to 6,800 hryvnias or 30 to 40 hours of community service.

Enforcement of these rules is carried out by law enforcement agencies and representatives of territorial recruitment centers. Restrictions on wearing military uniforms were first introduced in 2019, and as of 2026, enforcement is being intensified. These measures are part of a broader framework to ensure legal compliance in this sensitive area.
