The total expenditure for these purchases reached 254 million hryvnias. The majority of this funding, 226.5 million hryvnias, was awarded to legal entities who won 125 of the procedures. It is notable that 95 winners were individual entrepreneurs, who received 27.7 million hryvnias.

Procuring Entities and Regional Distribution

The procurement was driven by 395 state-owned, communal enterprises, and local government bodies. The largest allocations for anti-icing materials were designated for several key regions:

• Kyiv Oblast – 35.3 million hryvnias
• Lviv Oblast – 32.9 million hryvnias
• Sumy Oblast – 23.5 million hryvnias
• Poltava Oblast – 20.2 million hryvnias
• City of Kyiv – 29.4 million hryvnias

Kyiv Avtodor was a major recipient with 26.8 million hryvnias, while Sumy Avtodor secured 20.4 million hryvnias. These substantial investments are critical for maintaining road safety during harsh winter conditions, which can be severe in Eastern Europe.

The combined value of the ten largest procurement awards in 2025 amounted to 184.6 million hryvnias. One of the most successful bidders was LLC 'Salt Industry', which won 26 procedures totaling 41.3 million hryvnias. The ultimate beneficiaries of this company are Vitalii Yurin and Yurina Liliana Zakharivna.

At the start of 2026, five public procurement procedures for anti-icing materials have already been completed, with a total value of 114.1 thousand hryvnias. One winner of these early procedures is LLC 'Epitsentr K', which secured a contract worth 78.4 thousand hryvnias.

The continuation of anti-icing procurement underscores the ongoing necessity of maintaining road safety during the winter season, a priority for many regions across Ukraine.
