The government of Ukraine is preparing to implement a comprehensive reform of the pension system. The Minister of Social Policy, Family and Unity Denis Uliutin presented a new concept that implies a transition to a solidarity model of pension provision.One of the key goals of the reform is to make the system fairer and more transparent, ensuring guaranteed payments after reaching retirement age based on contributions to the pension fund. The innovations also foresee the transformation of special pension payments into professional ones and the introduction of a mandatory accumulation system.In addition, the reform will involve an update of social standards, including basic social assistance, a reform of the subsistence minimum, and the launch of a 'single window' system for internally displaced persons. Special pensions will also be restructured to make the system fairer.The head of the parliamentary committee on finance, tax, and customs policy Danilo Getmantsev sharply criticizes the existing system of special pensions, calling them 'a public and brazen acknowledgment of the exceptionality of certain castes.' He emphasizes that the planned reform could become one of the most significant changes in the country's social policy in recent years; however, the successful implementation of the innovations will depend on many factors.
