According to Мінфін: The government of Ukraine has postponed the launch of the E-Excise system to November 1, 2026. This decision was made on December 26, 2025, when the Cabinet of Ministers of Ukraine approved the new date for mandatory use of the electronic system. Thus, instead of the planned January 1, 2026, businesses have more time to adapt to new conditions.
Key Changes
Key changes associated with the postponement of the launch include:
- Extension of the testing phase of the system until October 11, 2026.
- Possibility for enterprises to continue ordering and using paper stamps.
- Possibility to return old stamps until May 1, 2027.
Technical clarifications also include the introduction of grade B according to ISO/IEC 29158 for DataMatrix code, ensuring that new technologies meet international standards. These changes aim to facilitate the implementation process of the E-Excise system and promote a smoother transition for businesses.
The postponement of the E-Excise system launch to a later date allows businesses to gain additional time to prepare for new requirements, which is important in the context of adapting to technological changes.
