Salary, new dollar exchange rate and additional taxes: what awaits Ukrainians in the coming years
According to hvylya.net: National deputy Yaroslav Zheleznyak revealed government forecasts regarding the exchange rate of the hryvnia and social standards for the coming years according to the Budget Declaration for the period from 2026 to 2028.
The Ministry of Finance has again violated the law. It was supposed to submit the Budget Declaration for 2026-2028 to the Rada three days ago, but this has not been done
According to government calculations, the dollar exchange rate will remain stable in the future. It is projected that in 2026 the average exchange rate will be 44.7 hryvnias per dollar, finishing the year at 44.8 hryvnias. For 2027, the exchange rate is expected to be 45.2 hryvnias on average and 45.3 hryvnias at the end of the year. In 2028, the rate may reach 45.6 hryvnias on average and 45.8 hryvnias at the end of the year.
Yaroslav Zheleznyak expressed doubts about such forecasts due to the challenges of predicting the exchange rate during wartime. As for the minimum wage, the government intends to raise it starting from early 2026 to 8688 hryvnias, planning further increases in 2027 and 2028. The subsistence minimum is also planned to be raised, but not significantly, government sources report.
New taxes and improvement of the tax debt collection system
The Budget Declaration also provides for plans to introduce new taxes, such as taxation of platforms, excise tax on sweet and carbonated drinks, as well as improvement of the tax debt collection system.
The government forecast on the exchange rate of the hryvnia and social standards for the coming years, revealed by Yaroslav Zheleznyak based on the Budget Declaration, has sparked discussions about the stability of the hryvnia and plans to increase the minimum wage and the subsistence minimum.
