Military salaries starting from 100,000 UAH: a draft law submitted in the Rada

A draft law has been registered in the Verkhovna Rada, which provides for an increase in the monetary provision for military personnel to a level of at least 100 thousand hryvnias per month. This concerns draft law No. 14355 regarding amendments to the State Budget of Ukraine for 2026. This is reported by Judicial and Legal Newspaper.

The document aims to establish a fair level of monetary provision for military personnel serving both in Ukraine and abroad. The authors of the initiative emphasize that the current payments have not been reviewed since the beginning of the full-scale war in 2022 and no longer correspond to the real conditions of service.

Military salaries in 2026 may rise to 100 thousand hryvnias

The draft law proposes to establish a minimum monthly monetary provision of at least 100,000 UAH for:

  • military personnel of the Armed Forces of Ukraine;

  • other military formations created in accordance with the laws of Ukraine;

  • law enforcement agencies of special purpose;

  • the Foreign Intelligence Service of Ukraine;

  • the intelligence agencies of the Ministry of Defense;

  • the State Border Service;

  • the State Special Communications and Information Protection Service.

It is specifically noted that military personnel performing tasks abroad, particularly on the territory of the aggressor state, should also receive no less than 100 thousand hryvnias per month.

The draft law on monetary provision for military personnel: what the authors say

The explanatory note states that the state is facing a critical problem of the discrepancy between the level of service pay and the actual challenges of war. According to the authors, raising salaries is a necessary step to support the combat readiness of the army and bring payment standards closer to those of NATO countries.

The initiators emphasize that reviewing monetary provision should become a systemic solution aimed at motivating military personnel and stabilizing the defense sector.

It is reminded that the government of Ukraine plans to implement annual progressive rewards for military personnel for participating in the war, which will require significant financial resources.
