Ukraine received an invitation to the OECD tax committee: what does this mean

Deputy Minister of Finance Olga Zykova participated in the meeting of the OECD Development Assistance Committee (DAC) in Paris, where she discussed deepening cooperation with Ukraine in the area of development and humanitarian support.

The event was attended by representatives of 30 DAC member countries. During her visit, Olga Zykova also held bilateral meetings with Committee Chair Carsten Staur and OECD Development Director Pilar Garrido.

During these discussions, she presented to the Committee members the current state of Ukraine's financial system and key budgetary needs for 2026-2027, outlining the country's priorities amid ongoing aggression.

The parties also discussed opportunities to strengthen the Ukrainian energy sector, which has been systematically under attack from Russia in recent months. The participants exchanged views on continuing cooperation in harmonizing Ukrainian legislation with OECD standards, particularly in taxation and regional development. A decision from the Ukrainian government on joining the OECD Tax Committee as a participant is expected soon. The corresponding invitation was approved by the OECD Council on September 19, 2025.

Official development assistance

It should be noted that Ukraine is one of the largest recipients of official development assistance (ODA), provided by 33 member countries of the OECD Development Assistance Committee. The volume of this support has significantly increased since the beginning of the full-scale invasion by Russia. The main mission of DAC is to promote sustainable development in developing countries, ensure policy coherence, combat poverty, and improve living standards, so that in the future no country will depend on external assistance.
