Ukraine’s Military Overhaul

According to Зеленський: A sweeping reform of Ukraine’s armed forces is set to launch in June 2023. Key elements were finalized in April, with further details to be hammered out in May. The first tangible changes are expected in the area of financial compensation.

Under the new plan, a minimum monthly salary of 30,000 hryvnia will be guaranteed for rear-echelon positions. Combat roles will receive significantly higher pay than support staff. Special contracts are being introduced for infantry soldiers, offering monthly payments ranging from 250,000 to 400,000 hryvnia, depending on mission completion. Ukrainian President Volodymyr Zelenskyy stated:

“I have ordered the introduction of special contracts specifically for our infantry soldiers, with payments in the range of 250,000 to 400,000 hryvnia.” - Volodymyr Zelenskyy

The contract system within the Defense Forces is also being strengthened. This will establish clear service periods and allow for the phased release of previously mobilized personnel. Demobilization will proceed based on defined time criteria. President Zelenskyy added:

“I have ordered the reinforcement of the contract system in the Defense Forces so that, by expanding the contractual component, we can ensure fixed terms of service and make it possible-starting this year-to gradually discharge those who were mobilized earlier.” - Volodymyr Zelenskyy

Expected Outcomes of the Reform

A detailed report on specific implementation steps is expected next week, marking a critical milestone in the reform process. The enhanced payment schedule begins in June, which should substantially improve the financial well-being of service members. Zelenskyy underscored the importance of this move: “I have set the task of significantly increasing financial compensation while upholding the principle of fairness.”

The military reform promises to transform how units are staffed and managed, which is expected to boost the overall effectiveness of Ukraine’s Defense Forces. This initiative represents a major effort to improve socio-economic conditions for military personnel, potentially raising motivation and morale. In particular, the new contracts and higher pay for infantry soldiers reflect the state’s commitment to creating fairer service conditions.
