According to ХВИЛЯ: On May 1, Ukrainian President Volodymyr Zelenskyy announced the rollout of a military reform aimed at significantly increasing compensation for service members, especially infantry troops, and introducing special contracts tailored to their roles. The reform is set to begin in June, with key directions already agreed upon in April, while all final details are expected to be finalized throughout May. This initiative comes amid ongoing efforts to strengthen Ukraine's defense capabilities during the war.

A central component of the reform is raising the minimum pay for rear-area positions to at least 30,000 hryvnias. For infantry units, special contracts will offer monthly payments ranging from 250,000 to 400,000 hryvnias. Zelenskyy emphasized that

“combat missions on the front line, real combat and management experience, and the effectiveness of a service member must guarantee increased pay.”

Anticipated Changes and Their Impact

The reform also paves the way for the first demobilizations of conscripted personnel, which could begin as early as this year. Next week, the president expects a report outlining the specific steps to be taken under this initiative. Zelenskyy stressed that

“the Ukrainian infantryman who holds the front line must feel that our state truly respects him.”
