Ukraine’s Ambitious Drone Manufacturing Plans

According to Главком: Speaking at the Reuters NEXT Europe forum, Volodymyr Zelenskyy unveiled Ukraine’s goal to produce 10 million drones by 2025, with the potential to double that number. He also stated that Russia has lost its offensive momentum on 9 to 10 out of 12 fronts, retaining control in only 2 or 3 areas. The president stressed the need for tougher sanctions against Russia, particularly targeting its shadow fleet.

Zelenskyy delivered these remarks virtually, following meetings on the sidelines of the G7 summit in Évian. Drone manufacturing has become a key pillar of Ukraine’s defense strategy. In June 2025, the president had already signaled a readiness to ramp up drone output by 40%.

Frontline Realities and International Support

Commenting on the battlefield situation, Zelenskyy said:

“I think the situation at the front is genuinely shifting. They attacked us along 12 axes. We saw that. And they have lost the initiative on nearly all of them, retaining it on only two or three. At the same time, Russia still holds significant resources, including troops. But they have slowed down there.”

The Ukrainian president also noted that over 60% of Russians now support ending the war. However, some members of Putin’s inner circle continue to push for a new large-scale mobilization. As of April 2026, Russia’s drone production had surged by 117% year-over-year, reflecting the adversary’s growing military capacity.

Zelenskyy further urged international partners to seize sanctioned tankers and intensify pressure on Russia’s banking and defense-industrial sectors to curtail its warfighting ability. Ukraine continues to advocate for stronger global backing and new measures against the aggressor.
