Ukrainian Military Funding to See Major Overhaul

According to Главком: Starting in July 2026, President Volodymyr Zelensky has unveiled plans to increase direct funding for each combat battalion, along with additional financial support for artillery units and corps-level formations. According to the president, these changes are designed to enhance the capabilities of Ukrainian forces in carrying out their combat missions. This announcement comes as Ukraine continues to adapt its military strategy amid ongoing conflict with Russia.

“First: the direct funding program for units is working well. We will expand this program. Starting next month, the amount of funding per battalion engaged in combat tasks will increase,” said Volodymyr Zelensky.

Launched last year, the direct unit funding program has already enabled brigades to expedite the purchase of drones and other essential equipment. With the new measures, additional funds will be allocated not only to every battalion but also to artillery units operating along the front lines and corps-level components.

“The decision from the Staff has already been made, and in July, our units will receive additional resources,” Zelensky added.

Furthermore, since December 2025, a program guaranteeing monthly personnel distribution to combat brigades has been in effect, proving effective in steadily reinforcing these units. Deputy Head of the Presidential Office Pavlo Palisa reported on ongoing communication with international partners regarding specific agreements to strengthen air defense systems.

Security and Defense Sector Budget

During the meeting, a decision was also made on Ukraine's security and defense sector funding for 2027, which will amount to at least 26% of the projected gross domestic product (GDP). The government has allocated an additional UAH 220 million to meet the needs of the Defense Forces and introduced a new system of incentive payments and bonuses for military personnel, set to take effect on June 1, 2026.

  • This will provide commanders with greater predictability in management and significantly enhance units' ability to independently organize personnel training.

The increased funding for combat units and artillery, coupled with new incentive payments, underscores Ukraine's focused efforts to bolster its defense capabilities as the conflict continues. These steps are expected to have a substantial impact on the operational effectiveness of the Armed Forces and troop morale, which are critical in a combat environment. Additionally, ongoing coordination with international partners to support air defense highlights Ukraine's strategic approach to ensuring national security.
