Ukraine's Parliament Prepares for a Protracted War

According to ХВИЛЯ: President Volodymyr Zelenskyy has instructed officials to develop a contingency plan for the Verkhovna Rada, Ukraine's parliament, to operate for an additional three years should the war continue. This directive, reported by Ukrainska Pravda citing its own sources, acknowledges the grim possibility of a prolonged conflict. The task of drafting the plan has been assigned to Andrii Motovylovets, First Deputy Head of the ruling 'Servant of the People' faction, who is actively working on the document without a strict deadline.

This planning reflects a sober assessment of the stalled peace process and the need for governmental stability. Within the presidential faction, discussions are ongoing regarding the conditions for long-term legislative work, with efforts focused on improving coordination between the government and the President's Office. Since the departure of Andrii Yermak from the President's Office, collaboration with parliament has reportedly become more substantive and less prone to internal political maneuvering.

"We understand that negotiations in a trilateral format will most likely be put on pause, as neither side is ready to make concessions. Therefore, we need to prepare a plan for the current parliament to exist for another one, two, or three years."
