According to ХВИЛЯ: Following a briefing on the state of Ukraine's energy sector, Volodymyr Zelensky said that a separate set of agreements is being prepared with international partners to carry the country through autumn and winter with both electricity and heating. Denys Shmyhal updated the president on the performance of the power grid, the repair work after Russian attacks, the stockpiles of equipment, the outlook for nuclear energy, and planned social initiatives. For security reasons, the specifics of these agreements are not being made public.

Zelensky praised energy workers for their professionalism and dedication. He noted that efforts to restore electricity to Ukrainian households are under way every day after the strikes.

"The challenges are especially severe in towns and villages near the front line and in regions bordering Russia. It is important that the necessary equipment reserves have already been built up," the president said.

Agreements with partners covering political, financial, and technical aspects have been mapped out for August and September, before the start of the heating season.

"We expect support from particular countries. We are not revealing details right now for security reasons," Zelensky added.

Heating season scenarios and social programs

The briefing also covered longer-term prospects for Ukraine's nuclear energy sector and priorities for engagement in Europe. Earlier reports said that more than 80 percent of generating capacity had been destroyed, adding to the strain.

In addition, three possible scenarios for the 2026-2027 heating season were weighed, including one in which electricity would be available for 4 to 8 hours a day. Social projects prepared by the Energy Ministry for launch in the autumn were also part of the discussion.

With Ukraine's power sector under severe pressure, building a dedicated package of agreements with foreign partners is essential for maintaining stability through the fall and winter. The political, financial, and technical arrangements outlined could help the country withstand continued attacks on its energy infrastructure.
