According to ХВИЛЯ: Following their recent discussion, Ukraine and the United States agreed on a series of next steps, including consultations with European and Russian parties, arranging a technical-level trilateral meeting, and securing licenses for producing Patriot missiles. Both sides anticipate reconvening with results within ten days.

President Zelensky emphasized that Ukraine will coordinate details with European partners while the U.S. engages with Russia.

“The arrangement is clear: we will inform and discuss details with the European side, the Americans will talk with the Russians, and in ten days we will return with an update and outcome,” Zelensky stated.

The planned trilateral meeting involving Ukraine, the U.S., and Russia is set to take place in the United Arab Emirates, with the exact date pending confirmation from Washington.

Support and Financial Aid for Ukraine

Zelensky also revealed that President Trump has made a final decision to grant Ukraine licenses for manufacturing Patriot missiles.

“During our meeting, President Trump confirmed his final decision: Ukraine will receive licenses to produce Patriot missiles,” Zelensky said.

The discussion also covered Ukraine’s state budget deficit, which currently stands at $27 billion. Zelensky highlighted that about one-third of this amount is allocated for drone procurement scheduled for January through March 2027. He warned that failure to place and pay for these orders by October and November could cause significant difficulties.

Financial talks involved Zelensky, Ursula von der Leyen, and Kristalina Georgieva. Ukraine’s Prime Minister, Finance Minister, and Head of Foreign Intelligence will manage the financial package. Part of the funding could come through a Drone Deal framework, which focuses on:

• Drone sales
• Missile supplies
• Joint production efforts
• Knowledge sharing

The upcoming meeting is expected to take place soon, either in Ukraine or Brussels.

Zelensky reiterated that Ukraine will not face Russian aggression alone. “Everyone understands Ukraine cannot stand alone and that increased investment in domestically produced drones and missiles is essential, as most of this deficit is weapons-related. We are all aware of how challenging this period is due to ongoing attacks. Ukraine will not be isolated. The EU supports us, and the IMF will continue its programs,” he affirmed.

He also pointed to ongoing hybrid attacks from Russia targeting several European nations, including Moldova, Germany, and Romania, describing Russia’s actions as a continuing escalation.

This dialogue between Ukraine and the U.S. underscores the significance of international cooperation in countering Russian aggression.
