The decree confirming the award was released on August 26 on the president's official website, citing Musk's personal contributions to protecting people.

Musk, an entrepreneur and engineer, leads SpaceX and Tesla, both based in the United States. Through SpaceX, he owns Starlink, a satellite communications system whose terminals have become vital in Ukraine during the full-scale war. In 2022, at the request of Ukraine's Digital Transformation Minister Mykhailo Fedorov, Musk agreed to supply Ukraine with Starlink stations and satellite internet access. Soon after, on April 27, 2022, Starlink Ukraine was registered as SpaceX's official representative office in the country.

Starlink's Role and Broader Impact

Starlink is SpaceX's satellite-based broadband internet service, offering speeds up to 1 Gbps per user. In summer 2023, SpaceX signed a contract with the U.S. Department of Defense for the purchase of Starlink terminals and services intended for the Ukrainian Armed Forces.

In early 2026, Musk agreed to a Ukrainian government request to limit Russian military use of Starlink. Following those restrictions, Ukraine now relies only on verified terminals included on a "white list." This verification process checks ownership and usage to block any terminals tied to Russian forces.
