Presidential Decree on Security Guarantees

According to ХВИЛЯ: Ukrainian President Volodymyr Zelenskyy has enacted Decree No. 111/2026, putting into force a decision made by the National Security and Defense Council (NSDC) on January 30, 2026. This move formalizes the NSDC's strategic plan titled 'On Security Guarantees for Ukraine.' The core objective is to bolster Ukraine's national security by pursuing binding international agreements with partner nations. This initiative comes as Ukraine continues to seek long-term security assurances beyond immediate military aid.

Oversight for implementing this decision is assigned to NSDC Secretary Rustem Umerov. The Ministry of Foreign Affairs and the Ministry of Defense of Ukraine have been instructed to urgently draft proposals for relevant international treaties. These drafts are to be based on the outcomes of work by Ukrainian delegations during negotiations with the United States, Russia, and other international partners.

Abu Dhabi Negotiations

A second round of trilateral talks was held in Abu Dhabi on February 4-5, with the Ukrainian delegation led by Rustem Umerov. The adopted measures aim to intensify international cooperation to strengthen Ukraine's security in the face of ongoing regional challenges.

This decree represents a significant step in fortifying Ukraine's international standing and ensuring its security against external threats. The anticipated conclusion of new international treaties is expected to provide Ukraine with additional security guarantees, which would contribute to greater regional stability. The active negotiations in Abu Dhabi underscore Ukraine's commitment to constructive dialogue with international partners and to enhancing cooperation on security matters.
