In Wake of Kyiv Strike, Zelensky Enacts Regional Resilience Order

The order covers the rollout of comprehensive resilience plans for certain regions as well as the resilience framework for Kyiv's territorial community. Responsibility for overseeing implementation falls to the NSDC Secretary, and the decree went into force on the day it was published. The full text is classified as 'for official use,' with the exception of point 10, which is openly available. The move is part of the government's broader wartime response as Russian strikes continue to target populated areas.
The Drone Assault on Kyiv
Shortly after midnight on August 29, 2026, the enemy launched attack drones against Kyiv. The strike triggered a fire in a ninth-floor apartment, and by the morning, damage was confirmed at residential buildings and an administrative facility in the private sector of the Sviatoshyn district. Meanwhile, in Obolon, a drone came down on open ground, causing damage to a nearby café.
The attack claimed the life of a two-year-old girl, who was struck by the falling drone in Obolon. The number of wounded in the capital rose to eight, with three individuals hospitalized and the rest receiving medical help either at the scene or on an outpatient basis. In response, the government has decided to allocate funds to the victims in the Kyiv region and is drawing up changes aimed at countering Russia's evolving tactics.
This marks the second straight day that both Kyiv and the surrounding region have come under attack, and traffic on the 'Kyiv – Chop' highway has been halted. These developments underscore the growing threat to the area and the urgent need for protective actions.
The presidential decree and the NSDC's regional resilience decisions are a vital step at a time of escalating military danger in the capital.
Kyiv and its region now demand immediate measures to safeguard civilians and restore a sense of stability.
