Changes in labor relations under martial law

According to ХВИЛЯ: President Vladimir Zelensky signed Law No. 4630-IX, which changes the rules of labor relations under martial law. This law will come into effect on December 4, 2025, and regulates the reservation of military personnel working in critically important enterprises.

New reservation norms

According to the new norms, military personnel working in enterprises of strategic importance for the country's economy are subject to reservation. The reservation period cannot exceed 45 calendar days, and one employee can be reserved no more than once a year. The Cabinet of Ministers is obliged to bring its regulatory acts into line with this law by the date it comes into effect.

It is important to note that individuals subject to reservation are those who:

• do not have proper military accounting documents;
• are not registered for military accounting;
• have not updated their personal data in accordance with Law No. 3633-IX;
• are wanted for violating military accounting rules.

This law aims to ensure stability in critically important sectors during wartime.

The adoption of this law may significantly affect the functioning of enterprises that are key to the economy of Ukraine, as it will allow for the preservation of labor resources amid instability. At the same time, the introduction of restrictions on the reservation of military personnel may encourage enterprises to be more careful in selecting staff and adapting their business processes to the new conditions arising from prolonged war.
