According to Главком: Ukraine's President Volodymyr Zelenskyy has signed Draft Law No. 13165-2, which consolidates judges' integrity declarations and family connection disclosures into a single document. This legislation aims to strengthen judicial accountability in Ukraine in line with European Commission recommendations. The bill received parliamentary approval on June 9, 2026, with 242 lawmakers voting in favor. It represents a key step in Ukraine's ongoing judicial reform efforts.

Key Provisions of the New Legislation

Under the new law, judges must submit one combined declaration annually by May 1. The High Qualification Commission of Judges (HQCJ) will verify these submissions. Judges are required to file their declarations through the official HQCJ website. Additionally, the National Agency on Corruption Prevention (NACP) will conduct full asset and property checks on judges. The HQCJ is now legally tasked with specialized oversight of judicial integrity declarations.
