Objective to Halt Hostilities

According to ХВИЛЯ: Kyrylo Budanov, head of the Presidential Office, announced that President Volodymyr Zelenskyy has tasked his administration with bringing the combat to a stop by the winter season. This statement was made during the international 'Security Architecture' forum. Budanov emphasized that the aim is to end the active phase of the war as quickly as possible, ideally before winter arrives.

“This is truly his effort... In my view, it is absolutely correct, timely, well-considered, and realistic,” he stressed.

Budanov also dismissed claims that the negotiation process has reached a deadlock.

“I never said it was at a standstill, and I continue to hold that view. Certain processes are ongoing, though they are not entirely public,” he noted.

In the near future, Ukraine expects a visit from a U.S. delegation to both Kyiv and Moscow, which could mark a significant step forward in the negotiations.

Threats to Ukraine and Opportunities

Budanov also hinted at the possibility of another prisoner exchange. He pointed out that repatriating civilians is a more complex challenge than swapping military personnel.

“First, we must protect the very existence of the state, destroy the enemy, and stop the fighting. Only then will we sort out who is more of a hero and who is less,” he emphasized.

The Presidential Office chief highlighted real threats facing Ukraine, including:

  • Iskander missiles
  • S-400 systems
  • air- and sea-launched cruise missiles
  • drones

Budanov noted that Ukrainian strikes on Russian territory have created a shock effect within Russian society.
