Zelensky Reveals Putin’s Directive to Intensify Strikes on Civilian Targets Including Schools and Hospitals in Ukraine
Growing Danger to Ukrainian Civilians
According to ХВИЛЯ: President Volodymyr Zelensky disclosed that in September, Ukrainian intelligence intercepted a directive from Russian President Vladimir Putin to military commanders, instructing them to lift restrictions on attacks and escalate strikes against civilian infrastructure in Ukraine. This order has led to a surge in air raids targeting urban areas, with schools, hospitals, and communication hubs increasingly coming under fire.
Following the issuance of this command, Russia has significantly ramped up aerial bombardments, especially affecting Kyiv and other major cities. The assaults have extended beyond military and energy facilities to include social institutions such as educational and medical centers. For instance, a Kyiv school was hit by a rocket drone while 104 students and 60 teachers were inside, though all managed to take shelter safely.

Zelensky pointed out that Russia’s failure to secure occupation has led it to rely on intensified attacks. Since the full-scale invasion began, Ukraine has recorded over 4,700 Russian strikes on educational institutions. The World Health Organization has verified attacks on more than 3,000 healthcare facilities.
Debris from the drone that struck the Kyiv school bore markings from Russian manufacturers and Russian-language inscriptions. While some components were produced in Russia, others originated from Western countries. Despite this, Kremlin spokesperson Dmitry Peskov denied that Russian forces have targeted schools or hospitals.
Advancing Ukraine’s Air Defense Technology
In response to the escalating threat, Ukraine is developing new interceptor systems designed to combat rocket drones, currently testing five different models. Plans are underway to produce approximately 400 units of one interceptor type by the end of October.
