Zelensky appointed Budanov as Head of the Office and Ivashchenko as Head of GUR: detailed decisions
Staff Changes in the Government Structures of Ukraine
According to Главком: The President of Ukraine, Volodymyr Zelensky, signed decrees regarding key personnel changes in government structures. Kyrylo Budanov was dismissed from the position of head of the Main Intelligence Directorate of the Ministry of Defense and appointed as the head of the President's Office. Oleg Ivashchenko, in turn, was dismissed from the position of head of the Foreign Intelligence Service and appointed as the head of the Main Intelligence Directorate (GUR).
These decisions resulted from decrees No. 3-7/2026, signed by the president. In addition, changes were made to Article 2 of the decree of the President of Ukraine dated May 3, 2017, No. 126/2017, which occurred in accordance with the decree of July 23, 2024, No. 471/2024. These changes emphasize the importance of transformations in the intelligence management system and in the President's Office in the face of modern challenges.
