Establishing Oversight for Ukraine's Weapons Exports

According to Главком: During a closed-door briefing for journalists, Ukrainian President Volodymyr Zelenskyy expressed serious concern over the uncontrolled export of Ukrainian weapons by private companies. He stressed the urgent need for systemic solutions to regulate these export processes. The President has tasked Defense Minister Rustem Umerov, Deputy Prime Minister Mykhailo Fedorov, and the General Staff with developing these measures.

Zelenskyy noted that there are attempts to bypass official state procurement procedures for arms.

“Unfortunately, representatives of certain governments or companies want to purchase various military assets by circumventing the Ukrainian state. That is what is happening. Because of the frenzy,”

he stated.

Military Aid and Weapons Procurement

The President also addressed the issue of U.S. military aid to Ukraine, emphasizing that the war in the Middle East could impact its volume. He underscored that he cannot personally purchase missiles for the Patriot system without White House approval, nor can he make purchases in Europe without political negotiations with the respective leaders.

“I cannot buy any weapon that everyone says is supposedly on an open market everywhere. I could not buy a single type of weapon until I had negotiated with the leader of the country that produces it. Not a single one,”

Zelenskyy emphasized.

The President believes the issue of arms exports can be resolved at the level of the Commander-in-Chief's Staff (Stavka), but noted that any regulation must come with limitations.

“For now, the task has been set for both Umerov, and Fedorov, and the General Staff – to systematize everyone a little,”

he added. This initiative signals the Ukrainian government's intent to establish control over the export of military goods and prevent their uncontrolled transfer abroad. This move comes as Ukraine seeks to balance its urgent defense needs with responsible international arms trade practices.

The situation regarding Ukrainian arms exports is a critical topic, especially within the context of the ongoing war and the need to maintain the country's defense capabilities. Controlling the export of military goods aims not only to protect national interests but also to ensure international stability.
