According to Главком: In a video address on March 3, Ukrainian President Volodymyr Zelenskyy warned of a persistent threat to the nation's energy system and outlined the urgent need to prepare for the coming winter. He stated that Russia shows no sign of reducing its attacks this spring and continues to target critical infrastructure.

“We got through this winter, and some communities and cities achieved better results in protecting and supporting people. Others did not manage at all, as we saw,” Zelenskyy noted.

This ongoing assault on energy facilities is part of Russia's broader strategy to weaken Ukrainian resilience.

Preparing for the Next Winter

Zelenskyy detailed key tasks for the next winter season, including immediate preparations for potential strikes and the development of strategies to prevent disasters. He listed several elements of a national strategy, which include:

  • alternatives for power generation and heating;
  • additional energy sources;
  • the necessity of real, physical protection.

Separately, President Zelenskyy discussed the situation in the Middle East in a call with the Emir of Qatar. The parties agreed that their teams would remain in contact to coordinate joint actions for the protection of civilians. Zelenskyy also expressed concern about the Iranian regime, stating that

“The Iranian regime is trying to drag the entire region into war and is destroying lives. This can only be condemned. We stand in solidarity with everyone who defends life and seeks to force the Iranian regime to abandon its long-standing violence as quickly as possible.”

The address underscores the constant danger to Ukraine's energy infrastructure amid the ongoing conflict with Russia and the critical need to adapt to new challenges. Preparing for winter and ensuring energy security are top government priorities, given the likelihood of continued attacks. Furthermore, the conversation with the Qatari Emir highlights Ukraine's active diplomatic efforts to find international partners for supporting regional security.
