According to Главком: In a private meeting with journalists, Ukrainian President Volodymyr Zelenskyy stated there have been no signals indicating a halt to weapons deliveries under the PURL program. He explained that a strategic decision made in 2023 focused on diversifying supply sources and prioritizing domestic drone production as an alternative to artillery shells. This shift reflects Ukraine's proactive adaptation to the evolving dynamics of international military aid.

The total contributions under the PURL initiative for 2025 amounted to $4.3 billion. The President stressed that in 2023, it became necessary to prepare for potential changes in military assistance, noting,

"We must diversify our supplies and reduce the costs of this or that scarce weapon, shells, and so on"

He also pointed out that the cost of artillery shells had risen from $2,000–3,000 to $7,000 per unit, while the minimum need for these shells was estimated at 3 to 3.5 million.

Zelenskyy noted that Ukraine has significantly scaled up drone manufacturing. Given the constraints on artillery shell supplies, he argued,

"No amount of money will be enough for artillery"
